Dear representatives of De Lijn, Modero, and the Ombudsdienst Klachten, (Tets Aankoop) Good day. I am writing to express my deep dissatisfaction with the handling of my case, which I have already addressed several times without receiving an adequate response. It has now been over six months, and I am still being pursued for a fine that I never received by post—not once. Despite my repeated requests, I have not received a single piece of evidence proving that the original fine or any reminders were sent to my apartment. As previously stated in my emails, I have paid the base fine of €107 to De Lijn. However, I refuse to pay the interest charges until you provide valid proof—specifically, a copy of the registered mail receipts (aangetekende zendingen)—confirming that the letters were indeed sent and attempted to be delivered. To date, I have received no such proof. Additionally: I contacted your office the day before the deadline and was told you would “look into it.” I was then disconnected and have had no follow-up since. The interest has now been further increased by €1.70, without justification or transparency. There is still no trace of the original fine or of the two registered letters you claim to have sent. I find it unacceptable that a file is transferred to a deurwaarder (bailiff) when the recipient has received none of the associated documentation. This situation reflects extremely poorly on De Lijn and contributes to the growing mistrust the public feels toward its services. I request that this case be urgently reviewed by all parties involved, and that I receive a written response with documented proof of the communications you claim were sent. I have also copied the Ombudsdienst Klachten due to the poor handling and lack of transparency in this matter. The file with reference24LIJN027903concerns an outstanding fine issued by De Lijn onJuly 3, 2024, at 23:26. Prior to transferring your case to Modero via an enforcement order, De Lijn sent aregistered letter including the official reportto your official address onJuly 8, 2024. This letter was presented at your address inDeurneonJuly 9, 2024, at 12 :35, but was not collected from the post office. Consequently, it was returned to De Lijn onJuly 25, 2024. Due to the absence of payment or contact, the case was transferred to Modero for judicial collection onAugust 30, 2024. Modero subsequently sent a payment invitation onOctober 29, 2024, and you contacted us onNovember 11, 2024. Regarding your claim, our client informs us that when traveling with anm-ticket, it must bepurchased and activated prior to boarding. You were traveling with three individuals, which meansall three m-ticketsshould have been activated before entering the vehicle. Based on the screenshots you provided, the tickets were activated at23:26 and 23:27, while the inspection occurred at23:26. As for the registered letter, it was sent to your official address, as verified through a national register inquiry. In the attcahement you can also find the following documents: A copy of the registered letter Proof of correct delivery and non-collection A current statement of account De Lijn and ourselves are of the opinion that the case has been handled correctly.
