Scammers will not refund or deliver the goods

Dear,I ordered a free website from Wacademy under the condition that I pay for 3 years subscription to their hosting. I did, but they never delivered a working website. I received an abomination of a product that i would be too ashamed to post live on my website. They now stopped responding, they refuse to refund me and have completely ghosted me. In the beginning they kept saying they would deliver the site, if i give them my requirements. I did, and they still did not deliverIt is not my job to tell a web developer what a mobile friendly website is.....I also want a compensation for loss of services since they said my website would be ready 2 months ago and it still isn't so I am losing business.
